I'm 99% pve and use staves almost exclusively as I'm limited in storage. On my Ele, I keep a 2nd set of armor (a Geo and a Tempest set), all my weapons, auras for all 4 elements, my stupid pet that I should really just sell, and a dragon mask that i should trash. All this takes up both my bags and my belt pouch, leaving just the greater portion of my backpack for pickups. My storage is just filled up with the rotting fruits of my labor (I really need to sell that crap).
I like the enchantment mod on my staves as it saves me from having to cast my attunements as often, and that can be important when facing a large mob. If I'm not mistaken, a monks healing breeze will also last 12 seconds instead of 10, as I think the enchantment mod affects the holder of the mod rather than the caster.
That said, I do like my toys,..and keep more than I should.

If you don't like 15>50 wands that's probably the best general purpose wand you can get.
I don't think that focus is as valuable as a +30HP/20% recharge focus, except possibly on some very specialized builds.

Isn't there a green out there that has both 20% HSR and 20% attribute +1? For a backline ele in PvE, that's probably the best option in terms of pumping out the most damage.

Although getting a base +30 from the wand might be enough to ignore a second +30hp mod and go for this instead . .
So . .
32% chance of halved skill recharge | 20% chance of Fire Magic at 17 | 30hp . .

I replaced all my greens/collectors/crafted weapons with perfect golds, so I just bought a couple of Brass spears here on Guru (max gold Brass Spears go from 20-50k, but there are cheaper ones available) . I've been trying to get the skin for forever, but they didn't drop after the Preview Event until DoA was opened. But any spear with an inscription slot works, just plug everything in. "I Have the Power", Fiery Spearhead, 20% enchant grip. And don't pay 45k for the 20% enchants, lol... got mine for 5-10k.

I still use a sword, because no spears have really rediculously overpriced/overvalued skins like swords do, and If I want to wand things I pull out a wand.

I'm evidently a lot lower on resources than you guys, so I'm inclined to keep it relatively simple. I also have just restarted playing the game seriously, due to finally having a computer with decent graphics processing (which was an even bigger issue in Cantha than during Prophecies).
Fire PvE -- what I actually use is a wand/focus set with 20% each HSR. The wand is best available collectors (based on how far I am in the various chapters, that's currently the Canthan 5 energy < 50%), and the focus is the Kindlerock. I used to use a Rago's Flame Staff to cast Attunements, then switch away from it, but since Nightfall came out I'm using Dual Attunements less, and for now I've just given it to a hero. I also like to have a Defensive Staff of Defense to switch to when under fierce attack, but at the moment a hero has that too. (When I get more wands/focus items from collectors, I may take those back.)
I don't play air and water enough to invest in ideal weapons for them. But I have a Flints set in inventory somewhere, and a sub-maximum Hale Air Staff of Fortitude that I've taken to PvP a few times.
Since I haven't developed the reflexes to switch to a melee/shield set before dieing, I'm starting to give one slot to a +energy/-regen set. If you have 15 energy available, you can cast Fire Attunement/GoLE and be ready for multiple repeats of Searing Flames/Searing Flames/Glowing Gaze.
For earth farming I use Galigord's Staff and an axe/shield set. I happen to have a 19% when-enchanted mod for an axe and nothing for a sword, so I stuck it on a Fiery Flame Spitter. (Prophecies cheap collector's item with a HSR mod, for those reading along at home.) I still have the Maguuma Jungle +12 armor collectors shield with max when-enchanted mods, but will upgrade to a max armor when-enchanted collectors shield when I get around to it. (+2 armor doesn't often matter a whole lot when earth farming anyway ...)

If you want generic weapons, remember that Elona has craftable and collector energy storage req weapons available. I freed up a ton of room in my inventory when I found those.
The shield set isn't something to pull out right before dying, it's something to use as often as possible. There's little benefit to having the extra 10-20 energy from the caster weapons out before you actually need it. Personally, I have a staff out most of the time because of Ether Prodigy mechanics, but I swap off of it happily under pressure.

Yeah I got a collectors one that does mesmer style chaos damage instead of fiery damage. So many things resist fire damage, it is nice to switch to something that is not easily resistable.

True, but there's plenty of benefit to having HSR chances.
When I go geomancer farming and don't care much about HSR, I lead with the axe/shield for the reasons you stated.

If you REALLY a generic staff, craft a staff of your character's primary attribute with an inscription slot at Camp Hojanu. Buy a "Don't think twice" 10% HCT inscription, and a Swift 10% HCT staff head, and whatever Staff Wrapping you prefer (I like Enchanting or Fortitude). Mod it. You now have a 20/20 staff for every spell in the game! It's certainly not the best staff ever, but the convenience you gain is incredible. You can even use it on a character without the staff's attribute, since you'll still get the +10 energy 20/20 HCT/HSR and the wrapping mod without the requirement.
Another thing I want to clear up: with two 20% HSR mods, the chance of HSR is 40%. It used to be 36% chance of HSR, 4% chance of quartered skill recharge. With the new 50% recharge cap, even if both activate, only one will be applied, but the bonus will NOT BE NEGATED. Thus, the chance for HSR is 40%.

That doesn't make any sense. Please don't try and clear things up if you have no idea what you're talking about. Dual 20% recharge mods give an overall 36% recharge chance. The math has been explained already in other threads, you can look it up if you're interested.
